It's a package deal with five 1-acre lots in Hill Unit 4 (Hill Unit 4 is the second most remote area) for a starting bid of $4,000. The most notable caveat that jumps out to me is that there are back taxes due. There would also be closing costs and the possibility of back POA dues. I did a quick look-up for the taxes and found the following:
- $192.42 - Lot 41 Block 12 Hill Unit 4, APN 038-111-2311
- $225.08 - Lot 30 Block 11 Hill Unit 4, APN 038-121-3911
- $163.45 - Lot 40 Block 11 Hill Unit 4, APN 038-121-2911
- $119.53 - Lot 41 Block 11 Hill Unit 4, APN 038-121-2811
- $119.53 - Lot 44 Block 11 Hill Unit 4, APN 038-121-

The last one (#2811) was a typo, a duplicate, so I looked it up against the complete list of property owners I received from Modoc County and found the correct APN number.
At $4,000 this looks like a good deal and is similar in cost to buying land at Modoc County's annual tax default auction.
As of August 25, 2010 the auction on ebay has 6 days left. I'll keep tabs on this auction to see how much this land finally costs.

Update: I watched this no-reserve auction right up to the end and I don't believe it received even one bid.
